UAE Maritime Pre-load Cargo Information (MPCI) Update
Dear Valued Customer,
Following our initial announcement regarding the UAE’s National Advance Information Centre (NAIC) Federal Law # (52) of (2022), Ocean Network Express (ONE) is providing this updated advisory to share our specific identifier and clarify the filing obligations for our partners and customers.
The MPCI system mandates a 24-hour advance submission of cargo destinations to UAE, Transshipment, FROB loading at the Origin or Transhipment Port.
This is a security-focused filing and is independent of existing UAE Customs processes.
All entities filing cargo data (Shipping Lines, NVOCCs, and Freight Forwarders) must include the identifiers of the parties involved in the transport chain.
Ocean Network Express MPCI Party ID: ONESL00
Freight forwarders must include identifiers for the master co-loader or shipping line. Shipping lines or master co- loaders must include identifiers for any consolidating (child) freight forwarders in cases of consolidation.
We will soon add an option to update your MPCI ID at the Port of Loading via INTTRA during the SI submission process. Once our system enhancement is complete, we will provide detailed instructions on how to use this new feature to capture your MPCI ID.
Go live date is 01st April 2026
The scope of filing applies to all containerized cargo for Import, Transshipment, and FROB.
Direct Bill of Lading : The Liner submits the Direct BL with the Liner’s MPCI number. No House Bill of Lading is involved.
Consolidated BL / Master BL:
- The Liner submits the Master BL, adding both the Liner's MPCI number and the Consignee's Freight Forwarder's MPCI Number.
Delegation of filing:
1. Local freight forwarders may delegate filing to overseas partners, while retaining
responsibility.
2. In all cases, liability remains on the local freight forwarder (for bills issued by a
freight forwarder or NVOCC)
Transshipment & Freight Remaining on Board (FROB):
- The filing requires only the Destination Consignee's name and address.
- No MPCI ID is required for these BLs.

Filers must ensure the following data is captured and submitted to the NAIC:
- Bill Number, Issue Date, and Location.
- All Ports (Receipt, Loading, Transshipment, Discharge, and Delivery).
- Container details, Seal numbers, and HS Codes.
- Full details of Shipper, Consignee, Notify Party, and Agents.
- MPCI Party IDs for all consolidating parties (Shipping Line, NVOCC, and
- Forwarder).
To comply with NAIC regulations, we recommend that shipping instructions must be submitted before the AMS Submission deadline of 24 hours before loading.
All entities must be registered with NAIC to obtain their unique Party ID.
